Dr. Frank Smith serves as an educational consultant in area of effective instructional delivery.
He regularly works with teachers and site administrators as a national consultant and supports
numerous districts in the United States. Prior to these positions, Frank was a regular education
teacher at the elementary level and after obtaining his special education certification, Frank
taught special needs students. This included working with a variety of students in both the severe
and mild handicapped categories. He has served as Director of Elementary Instruction and as a
reading consultant for numerous elementary and secondary school sites. Frank has presented
internationally on numerous research-proven instructional programs, as well as conducted
professional development related to topics including reading interventions, vocabulary
development, MTSS, strategies for supporting reading in the content areas and effective
strategies for promoting active engagement. As part of his work in these areas, he regularly
presents demonstration lessons utilizing research proven teaching methodologies.
AREAS OF EXPERTISE
Frank believes that carefully planned and delivered systematic, explicit instruction is the
hallmark of effective educational practices for at-risk learners. Using his experience in teaching
both regular and special education students, he has focused his efforts on assisting teachers to
develop the skills that are necessary to delivery research-proven instruction, particularly as it
relates to the most fragile learners. Frank’s areas of instructional emphasis include literacy,
student engagement, differentiated instruction, explicit instruction, academic vocabulary
development and classroom management.
